He received his education at Janis Rozentāls Art High School (1949—1954) and the Latvian Academy of Art (1961—1968), where he completed the Department of Art History and Theory (1968) with a diploma thesis "Development of Decorations in Latvian Dramatic Theaters in Riga until 1940."
Since 1958, Rožlapa has participated in exhibitions. He was a set designer for several Latvian films
produced at Riga Film Studio, initially working as a makeup artist (1954—1957). He worked as an artist in various theaters: from 1957 to 1961 at Liepāja Theater and then until 1971 at the Youth Theater. He also engaged in painting, mainly landscapes.
Since 1976, he was a member of the Latvian Filmmakers' Union, and since 1970, a member of the Latvian Artists' Union. In 1983, he received the honorary title of Merited Art Worker of the Latvian SSR.
