The loan was issued to attract citizens' funds for economic recovery and development after the Great Patriotic War.

Income from these bonds was paid out in the form of winnings in special lottery draws.

The loan's term was 20 years.

The front depicts a panorama of socialist construction: a skyscraper in Moscow and an industrial landscape with factories. At the top is the USSR coat of arms.

In 1957, the Soviet government effectively froze payments on these loans, and after monetary reform and inflation, they lost their original financial value.
