AndeleMandele is an advertising platform. The Portal is not a financial intermediary for sale/purchase transactions.

The actual sale/purchase transaction takes place between the direct buyer and the seller, with both parties mutually agreeing on the most convenient way to deliver the item and pay for it.

  1. General Terms and Conditions
    1. These terms and conditions regulate the use of the AndeleMandele portal (hereinafter referred to as the Portal) and shall be binding for all users of AndeleMandele.
    2. AndeleMandele is an advertising portal where registered users can create an individual profile to post adverts. The operation of the Portal is maintained and administered by SIA MUDIA (hereinafter referred to as AndeleMandele).
    3. A user of AndeleMandele is a natural person who registers on the AndeleMandele Portal.
    4. Commercial activities are prohibited on the Portal.
    5. Use of the Portal shall be deemed to constitute each user’s full acceptance of these Terms and Conditions, including any changes thereto. AndeleMandele has the right to amend and supplement the Terms and Conditions at any time. Such changes shall take effect upon their publication on the Portal.
    6. The Portal user agrees to receive information from AndeleMandele about various news related to the Portal.
    7. The Portal reserves the right to use images and other information posted on the Portal to promote the Portal.
    8. To improve the quality of the content, ease of use and adapt to the needs of users, the Portal uses cookies. By using the Portal, the user agrees to the use of cookies.
    9. The Portal administration does not and cannot accept responsibility for the actions of third parties. The Portal assumes no responsibility for the obligations of users towards third parties, the information published by users and the items in published adverts.
    10. The Portal prohibits the placement, publication or sending to users of any advertisements, invitations or appeals that violate the honour or dignity of a person, incite violence, racial hatred or any illegal activities. In case of violations, the profile will be blocked.
    11. If a Portal user is denied or restricted access to the Portal, or their profile or profile information is deleted, the Portal administration reserves the right not to compensate that user for any losses and not to refund any payments made in connection with the paid services used on the Portal. If the Portal administration decides at its sole discretion to return the funds paid by the user, the amount available in the user’s virtual Wallet will be deducted, minus the amount of funds (gifts) granted by the administration, if any.
    12. The Portal ensures 99.5% SLA availability of its services.
    13. AndeleMandele is an advertising platform. The Portal is not a financial intermediary for sale/purchase transactions. The actual sale/purchase transaction takes place between the direct buyer and the seller, with both parties mutually agreeing on the most convenient way to deliver the item and pay for it.
  2. Registration
    1. Users may register on the Portal with the “passports” of social networking sites Draugiem.lv, Facebook.com, Google ID and/or Apple ID profiles or e-mail. By registering, the user confirms that they are using their personal social network profile and/or e-mail for registration.
    2. Only one Portal user profile can be created per social network profile. If a Portal user closes their AndeleMandele profile, it will remain registered in the database and it will be possible to restore it. It is not possible to create another new Portal profile with an existing social network profile.
    3. It is possible to link multiple social network profiles as authorisation tools to a single Portal user profile. When linking them, the user must specify the e-mail address specified as the contact e-mail in their profile.
    4. By registering, the user confirms that the data provided in the user profile are true.
    5. By registering, the user undertakes to ensure that the information publicly available in their profile is not rude, derisive, does not contain the data of other natural persons or unauthorised advertising.
    6. When registering, the user is aware that each registered user of the Portal is obliged not to disclose their Portal access data to other persons. If actions are performed on the Portal from the profile of a registered user using correct authorisation access data, it is considered that the actions in the respective profile were performed by the registered user themselves.
    7. All personal data of users registered on the Portal are protected in accordance with the laws and regulations of the Republic of Latvia. The processing of this data is carried out in compliance with the general principles of personal data processing established by the laws and regulations of the Republic of Latvia.
    8. The Portal receives and stores information from the internet browser used by the user (including IP address and cookies) and information about devices (such as device model, operating system, etc.).
    9. By registering on the Portal and/or using the Portal, the user confirms that they are informed and agree that AndeleMandele has the right to transfer the user’s data to law enforcement authorities if the Portal receives a relevant request in accordance with the procedure established by the laws and regulations of the Republic of Latvia.
    10. By registering, the user agrees that the Portal administration is entitled at its sole discretion, including without prior notice and without assuming any liability for it, to suspend user profiles registered on AndeleMandele and/or delete the information contained therein if it does not comply with the terms of use.
    11. By registering, the user agrees that the Portal administration is entitled at its sole discretion, including without prior notice and without assuming any liability for it, to restrict the functions of user profiles registered on AndeleMandele, if the actions performed therein do not comply with the terms of use.
    12. By registering, the user agrees that the Portal administration is entitled at its sole discretion, including without prior notice, to issue a public warning to the profiles of registered users of the Portal if signs of fraud are detected.
    13. By registering, the user agrees that the Portal administration is entitled at its sole discretion, including without prior notice, to issue a public warning to the profile of a registered user of the Portal if its owner is suspected of having a direct link to another profile where fraudulent activity has taken place.
    14. By registering, the user agrees that the Portal administration is entitled to disclose the full name of the person identified in the profile if it is deemed necessary in good faith to prevent possible violations, such as fraud, or assist in the investigation thereof. The profile user will be prevented from altering personal data.
    15. If signs of fraud are detected in the user's profile and a public warning is issued, that user will not be reimbursed for any losses and will not be refunded any payments made in connection with the paid services used on the Portal.
  3. Publication of Adverts
    1. The publication of an advert on the Portal is a paid service.
    2. The paid advert is active for 45 days. After that, it goes into the advert archive, from where it can be restored for a fee of the respective category.
    3. The price of the advert depends on the category in which it will be added. The price of the advert is displayed once all the basic information has been entered and the section to which it will be added has been specified.
    4. Payment for an advert to be published can be made as follows:
      1. via the virtual Wallet, which must first be topped up via Swedbank Internet Banking or a payment card;
      2. via SMS. SMS fees are higher because the service fee of the mobile phone number operator is added to the amount.
    5. The prices specified on the Portal include VAT.
    6. Publication of adverts is allowed for private persons, provided that the adverts are not related to commercial activities (distribution of goods, provision of services, intermediation and similar economic activities). Commercial activities include:
      1. systematic sale of new goods;
      2. systematic sale of similar manufactured goods;
      3. if the advertised item is available as an order, in several sizes, colours, variants, copies, etc.;
      4. if the advertised item is sold to multiple buyers.
    7. The content of the advert may not be edited during the publication period.
    8. To highlight their items, users can use the Portal’s paid service – moving the item up – which puts a specific items at the top of the list for that category. The service does not extend the publication time of the advert.
    9. Only one Gem can be included in an advert at one price, without additional conditions.
    10. Only one set may be added to the adverts published in the Sets section for one total price. It is not permitted to indicate the price for each individual item in the text of the advert. Items that are intended to be sold separately, each with its own price, may not be added to the Sets section.
    11. Only handicrafts made by the profile user can be added to the Handicrafts section. Only one type of handicraft per price category may be added per advert. It is not allowed to add different handicrafts with different prices in the same advert. It is not allowed to include mass-produced products in an advert published under Handicrafts. The price of the advertised Gem must be correctly stated.
    12. Only seedlings grown by the profile user may be added in the Plant Seedlings section. Only one type of seedling per price category may be added per advert. It is not allowed to add different types of seedlings with different prices in the same advert. It is not allowed to include seedlings grown in bulk in nurseries in an advert published under Plant Seedlings.
    13. Only houseplants grown by the profile user may be added in the Houseplants section. Only one type of houseplant per price category may be added per advert. It is not allowed to add different types of houseplants with different prices in the same advert. It is not allowed to include plants grown in bulk in an advert published under Houseplants.
    14. When adding an advert, all fields must be filled in correctly to give an accurate idea of the item. The advert may only be published in the relevant section.
    15. When publishing an advert, the correct price of the item must be indicated. The price must be final without any additional conditions.
    16. At least one photo must be included in the advert. The maximum number of photos per item is 5. The photo must be of good quality and appropriate to the content of the advert and in compliance with the Terms and Conditions of the Portal.
    17. During the publication of the advert, the user is offered to exchange the photo of the published item for photos of better quality. Revision of photo change requests may take up to 24 hours on working days.
    18. The photo change will be rejected if it is established that the item depicted in the photos is a different item. The photo change will be rejected if it is established that an attempt is being made to change the content of the advert.
    19. In case the advert is submitted with violations, e.g. the first photo is from the web, a selfie, a blurry picture, a collage, etc., the Portal administration shall be entitled, at its sole discretion, including without prior notice, to move a photo that complies with the rules to the position of the first photo and fix it. A fixed photo cannot be moved to another position or deleted by submitting a request for photo change.
    20. The advert must be prepared and submitted in accordance with the following rules:
      1. the first photo must show the item described in the text of the advert;
      2. the first photo must be of the actual item; photos must not be from catalogues or found online;
      3. in the first photo of the advert, the item must be clearly displayed on a hanger or laid out on / placed against a neutral background;
      4. the first photo in the advert may be of the item worn by a person, but the photo must not be a selfie/mirror image;
      5. selfies can only be used as additional reference material;
      6. the first photo must not be a collage;
      7. it is not allowed to post photos with logos of other portals or companies on the Portal;
      8. photos that are screenshots are not allowed;
      9. it is not allowed to use photos with contact details or addresses;
      10. links to other advertising and internet sites are not allowed in the text of the advert.
    21. By posting an advert, the user assumes full responsibility for the content and accuracy of the information contained in the advert.
    22. Inappropriate adverts will be moved to the appropriate section, edited or deactivated with a request for correction.
    23. The Portal administration has the right to edit, move or delete an advert without explaining the reasons.
    24. The portal has the right to suspend an advert without prior notice:
      1. if the advert does not comply with the rules on preparing adverts;
      2. if the advert is related to a commercial activity;
      3. if the advertised item is rented;
      4. if the advert offers to buy a service;
      5. if several justified complaints have been received about the advert;
      6. if the advert contains photos of poor quality;
      7. if the advert does not include important information, for example, about the authenticity of the item, defects, condition, etc.;
      8. if more than one item is included in the advert;
      9. if the advert contains several items, each with its own price;
      10. if the advert in the Sets section contains several sets and each set and/or item has its own price;
      11. if the advert in the Handicrafts section contains different types of handicrafts, each in its own price category;
      12. if the advert in the Plant Seedlings section contains different types of seedlings, each in its own price category;
      13. if the advert in the House Plants section contains different types of house plants, each in its own price category;
      14. if the advert contains unauthorised advertising;
      15. if the purpose of the advert is to sell drugs, dietary supplements, etc.;
      16. if the purpose of the advert is to sell items subject to excise tax;
      17. if the purpose of the advert is to sell smoking devices and components thereof;
      18. if the purpose of the advert is to sell weapons, dangerous or harmful substances;
      19. if the purpose of the advert is to sell items that are prohibited for sale;
      20. if the adverts do not match the theme of the Portal;
      21. if the advert includes information that the user is looking for the item to buy it.
    25. The suspended advert is archived and can be corrected and resubmitted within 90 days of deactivation, subject to the rules. After this period, the advert will be deleted.
    26. A suspended advert can be corrected and submitted for revision 3 times. If an advert is repeatedly submitted with violations, it will be permanently deactivated.
    27. Revision of suspended adverts that have been published may take up to 48 hours.
    28. Suspended adverts that have been resubmitted with corrections and approved are likely to have limited scope for further correction. The first photo may be fixed. A fixed photo cannot be moved to another position or deleted by submitting a request for photo change.
    29. If the user’s advert is suspended, that user of the Portal will not be reimbursed for any losses and will not be refunded any payments made in connection with the paid services used on the Portal.
    30. If the user’s advert is permanently deactivated, that user of the Portal will not be reimbursed for any losses and will not be refunded any payments made in connection with the paid services used on the Portal.
  4. Rating a Transaction
    1. It is possible to leave feedback about a transaction on the Portal. Transactions can be rated on a 5-point scale, where 1 star is “very poor” and 5 stars are “excellent”. It is possible to add photos to the feedback.
    2. Feedback can be left 3 days after the confirmation to buy or at the time the item is marked as sold.
    3. Feedback must be left after an actual transaction has taken place. Feedback added for a transaction that has not taken place may be deleted.
    4. Feedback can be added for a transaction that has been started but not completed if the buyer has misled the seller about the money being credited but this has not actually happened.
    5. Feedback can be added for a transaction that has been started but not completed if a face-to-face meeting has been arranged but one of the parties has failed to appear and give sufficient notice.
    6. Negative feedback must include an explanation of the transaction and/or the item. In the absence of an explanation, feedback may be deleted.
    7. Negative feedback about a user not replying to e-mails or not selling an item will be deleted. Portal users are not obliged to reply to all messages, and the seller has the right to choose the buyer for the item offered.
    8. Negative feedback about a user’s promise to buy a product that does not actually happen will be deleted.
    9. If the item is not marked as “Sold” or the seller has not marked the buyer of the item, the advert is placed in the Archive section. The function of adding feedback is activated within a few days. The feedback submitted is sent for review. Feedback, if it complies with the rules, is approved within 24 hours on working days.
    10. Feedback that contains personal data may be edited (removing personal data) or deleted if this is not possible.
    11. Feedback where the assessment of the transaction is expressed in foul language may be edited (removing foul language) or deleted.
    12. Feedback added in accordance with the rules will not be deleted.
    13. If the feedback seems inaccurate, the recipient can add a comment describing their own account of the situation.
    14. Feedback on a completed transaction can be left within 90 days after the item is marked as sold.
    15. Feedback can be edited 30 days after adding it.
  5. General Rules of the Forum
    1. Ethics and common courtesy must be observed when posting forum messages and participating in discussions. It is forbidden to be disparaging or intolerant towards other forum members.
    2. A user of the Portal has the right to share their opinions in the forum, subject to the terms of use of the Portal. The user’s opinion may differ from that of the administration.
    3. The author of a forum post assumes full responsibility for the content and accuracy of the information contained in the post.
    4. The forum is administered. The Portal administration reserves the right to remove forum posts in the following cases:
      1. if the forum post contains advertising (including self-promotion);
      2. if the forum post is a sale advert;
      3. if the forum post is an offer to buy a service;
      4. if the forum post contains personally identifiable information.
    5. The Portal administration reserves the right to close comments on forum posts where the topic has been resolved and/or there has been no active discussion in the last 2 months.
    6. Closing a user profile of the Portal does not affect the messages posted in the forum.
  6. Delivery
    1. Portal users are offered a delivery service on the Portal.
    2. The delivery service is provided by courier service providers.
    3. Information on the delivery status is provided by the courier service providers.
    4. The price of the delivery service depends on the courier service provider’s offer. Prices are subject to change. The price of delivery is shown by selecting “Proceed to Delivery”.
    5. The price of the delivery service is the same for all compartment sizes of the parcel machine. The maximum size and weight of the item, as set by the courier service provider, is stated before you pay for the service.
    6. The validity period of the purchased delivery service code is indicated before purchasing the service.
    7. The delivery service can only be set up for an advert with an active buyer application.
    8. Once the item is marked as “Sold”, the delivery service option is available for 10 days.
    9. The telephone number and/or address of the delivery recipient cannot be edited.
    10. It is possible to cancel a delivery service that you have paid for, but have not used by contacting the Portal administration. If the delivery service is commenced, it can no longer be cancelled.
  7. Distance Agreement
    1. These terms and conditions (hereinafter referred to as the Terms and Conditions) constitute an agreement between SIA MUDIA and the buyer of the service (hereinafter referred to as the User).
    2. The Portal is maintained and administered by SIA MUDIA, registration No. LV40103723417, registered office: Rīga, Elizabetes 7 - 21, LV-1010, Latvija (hereinafter referred to as AndeleMandele).
    3. AndeleMandele provides information society services on the portal www.AndeleMandele (hereinafter referred to as the Portal).
    4. The User can receive the services offered on the Portal after the User has agreed to the terms and conditions and has made a prepayment for the service. The price of each service is indicated next to its description. All prices are indicated in euros and include value added tax, unless otherwise stated in the service description.
    5. The User can pay for the service by choosing one of the remote payment methods offered on the Portal. AndeleMandele provides the User with the possibility to use the service immediately after payment confirmation, unless the description of the service states otherwise.
    6. The User is not entitled to exercise the right of withdrawal once they have started using the service, as the distance agreement is for the supply of digital content that is not delivered on a permanent data carrier.
    7. Payment for the service constitutes the fact of ordering the service and the User’s irrevocable acceptance of the Terms and Conditions.
    8. The Terms and Conditions are not saved, but are available prior to purchase confirmation and are also available on the Portal.
    9. The Terms and Conditions shall be binding together with all other information about the service and other terms of use of the Portal. These Terms and Conditions shall come into force when the User has paid for the service.
    10. AndeleMandele has the right to amend and supplement the Terms and Conditions at any time at its sole discretion. Changes shall enter into force when they are published on the Portal.
  8. Privacy Policy
    1. These terms and conditions describe how SIA MUDIA (hereinafter referred to as the Portal) processes personal data.
    2. These terms and conditions shall apply if the Portal user uses, has used or has expressed a wish to use the services provided by the Portal or is otherwise connected with the services provided by the Portal, including in a relationship with the user established prior to the entry into force of these terms and conditions.
    3. To register on the Portal, one must create a profile. Users may register with the “passports” of social networking sites Draugiem.lv, Facebook.com, Google ID and/or Apple ID profiles or e-mail. One or more authorisation tools linked to the same profile will be used to log in to the Portal in the future. Before registering, the person must provide basic information such as their full name, gender and e-mail address.
    4. After creating a profile, the user can enter additional information in the My Details section, such as a description of their profile, change their username and other profile information, and change their profile picture.
    5. The Portal uses cookies. Cookies are small text files created by a website and transferred to the browser of the user’s device when the website is visited. The browser used by the user sends information back to the website on each subsequent visit so that the website recognises the user and remembers the user’s preferences (e.g. user identifier, language, etc.). By using the Portal, the user agrees to the use of cookies.
    6. The Portal receives information about the devices used by the user to access the Portal (e.g. device type, operating system, web browser, IP address).
    7. When making payments for services available on the Portal, information related to such transactions is processed.
    8. The Portal communicates with the Portal user using the contact information provided by the user: e-mail address.
    9. If the user wishes to subscribe to the Portal’s event newsletters, the Portal will use the user’s e-mail address to send informative e-mails. The user can sign up for these informative e-mails on the registration page or under My Details / Notifications. The user can unsubscribe from the newsletter at any time (under My Details / Notifications).
    10. If the user expresses their wish to receive e-mails about different types of activities on the Portal, the Portal will use the user’s e-mail address to send informative e-mails. The user can sign up for these informative e-mails under My Details / Notifications. The user can unsubscribe from receiving information notifications at any time (under My Details / Notifications).
    11. The Portal processes personal data and other information provided by the user:
      1. to maintain and improve the services provided by the Portal;
      2. to personalise offers and measure the effectiveness of advertising;
      3. to verify identities and prevent unlawful use of profiles, as well as to ensure a secure Portal environment;
      4. to protect the interests of other users (for example, if the Portal is used for illegal activities).
    12. The data and content contained in the user’s profile are publicly accessible to all other users of the Portal, as well as to a limited extent to third parties.
    13. The Portal offers the possibility to search for other users. Users can view the data and content posted on other users’ profiles. Users can follow other users’ profiles.
    14. Content of a user profile on the Portal can be viewed on both computers and smart devices, therefore such content can be saved to those devices using the Portal, browsers or devices. Users should only post content that can be seen by other users.
    15. The Portal may process non-personalised information, such as the number of users of the Portal.
    16. The user’s personal data may be transferred to third parties in accordance with the cases and procedures established by the laws and regulations, for example, if the Portal has received a request from a law enforcement authority or to report unlawful conduct.
    17. User data may be transferred to a limited extent to courier service providers if the Portal user – the Seller – arranges delivery services in the Portal system. Providing the data is a prerequisite for receiving the delivery service.

If the user does not wish to have their delivery processed in the Portal system, the recipient of the item must contact the Portal administration with a request to cancel the delivery and delete the data.     19. Providing personal data is a prerequisite for creating a profile and receiving services.
    20. The user has the right to choose the privacy level of their profile and to edit it in the My Details section (edit or delete the data, content of the profile), unless illegal activities have been detected in the profile. In this case, to protect the interests of other users, a public warning will be issued to the user’s profile and the editing of data published in the profile will be restricted.
    21. The Portal user has the right to suspend their profile at any time by closing/deactivating it. Once a profile is closed, the profile information is no longer publicly available, but the profile remains registered in the database with the possibility for the user to restore it.
    22. After closing the profile and deleting information from it, it is immediately not visible to other users. The e-mail data of the profile is stored in the Portal’s database so that a new profile cannot be registered with the existing data.

    24. When visiting the Portal, the user is informed that cookies are being used. Some browsers can be set to block cookies from being saved on the device. In this case, the user must manually adjust the settings each time they visit the Portal, and it is possible that some services and features will not work.
  9. Account Deletion
    1. To delete your user account on the Portal, go to My Details and Settings and look for the Close Profile link. After you close your profile, your user profile will be deleted and will not be publicly available. Option to close your account is available in the full version of the Portal using a web browser.
