Lining for rubber boots

Warm liner for rubber boots, size indicated as 39, but I actually feel it's more like 38 to be comfortable. Inner sole length 24.5-25cm. From foot seam to the top flap also about 25cm. Rubber boots need some room for the liner. I think it's polyester felt because the label only mentions aluminum foil material. Tried on once to understand that they don't match my boots. Shipping is not included in the price.
